DGCA Launches Electronic Personnel Licence Services for Airline Transport Pilot Licence

The Directorate General of Civil Aviation (DGCA) on Thursday launched Electronic Personnel Licence (EPL) services for the Airline Transport Pilot Licence (ATPL) at an event held at its headquarters, marking a significant milestone in the regulator’s digital transformation journey.

Speaking on the occasion, DG (CA) Shri Faiz Ahmed Kidwai said the EPL initiative is a key step towards strengthening India’s civil aviation regulatory ecosystem through secure, modern and future-ready digital systems. He congratulated DGCA teams and technology partners for successfully implementing the initiative and acknowledged the cooperation of the aviation industry and stakeholders in adopting the new system.

The Electronic Personnel Licence is a secure digital licence embedded with ICAO-aligned security features to ensure authenticity, prevent tampering and enable real-time verification. The licence can be accessed through the eGCA mobile application, enhancing ease of use for pilots and regulators alike.

DGCA had begun the rollout of EPL in February 2025, starting with the Commercial Pilot Licence (CPL) and Flight Radio Telephone Operator’s (Restricted) Licence (FRTOL). With the launch of EPL services for ATPL, the regulator has further reinforced its commitment to improving efficiency, transparency and service delivery across India’s aviation sector.
